Connecting Communities through Aviation Services

The Civil Aviation Authority of Botswana (CAAB) is responsible for the regulation and development of air transport, providing air navigation services, managing airports, and advising the government on all aspects of civil aviation. 

It is a Statutory Corporation established by the Civil Aviation Authority Act of 2004, taking responsibilities of the former Department of Civil Aviation (DCA). The Parastatal commenced full operations as an autonomous regulator on 1st April 2009.

The inaugural Act was later repealed in 2011 and replaced by “The Civil Aviation Act 2011” – (CAA Act 2011). The Act established CAAB as an autonomous organization responsible for aviation security in Botswana. 

AIRPORT SERVICES 

CAAB manages and owns four International Airports, two national airports, and twenty-seven aerodromes that serve as strategic airfields across the country. The aerodromes facilitate emergency evacuations, tourism, and search and rescue services.

REGULATORY SERVICES 

The CAAB Act (CAA Act, 2011) mandates the Authority to promote aviation safety and security and ensure the regular and efficient use and development of Civil Aviation in Botswana. The Authority is charged with the effective and efficient delivery of its mandate through the following departments

Air Transport: This department provides Policy and Economic framework to ensure the continued growth of aviation in Botswana. The department also provides a balanced and comprehensive mechanism for the assessment and development of aviation in Botswana.

Aviation Flight Safety Oversight (AFSO): The mandate of this Division is to direct, regulate and enforce fulfilment of obligatory requirements for the safe operation of Civil Aviation. The obligatory requirements are associated with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS). Furthermore, the Division provides quality assurance to safety, avert/mitigate associated risks, and facilitate effectiveness of civil aviation. It takes charge of safety oversight activities regarding Flight Operations, Airworthiness and Personnel Licensing.

Aviation Standards and Safety Oversight (ASSO): The Regulatory Division is charged with the Certification, Licensing and carrying out of Safety Oversight functions in Air Navigation Services and Aerodromes and Ground Aids (design and operations). ASSO oversight 103 Aerodromes, 18 of which are public, and the rest privately owned.

Aviation Security and Facilitation Oversight (ASFO)- Responsible for the effective implementation of security-related standards and Recommended Practices (SARPs). Furthermore, the Division is charged with the effective implementation of Associated Procedures as contained in the Annex 17 (Security) and Annex 9 (Facilitation) of the Chicago Convention and related ICAO documents.
